Obama Gun Decree – Phase ONE
Phase one is pretty toothless. Phase TWO will be ruthless. Phase TWO will be implemented as soon as another copycat nutball fires an AR-15 and kills an innocent person.
1. Issue a Presidential Memorandum to require federal agencies to make relevant data available to the federal background check system.
2. Address unnecessary legal barriers, particularly relating to the Health Insurance Portability and Accountability Act, that may prevent states from making information available to the background check system.
3. Improve incentives for states to share information with the background check system.
4. Direct the Attorney General to review categories of individuals prohibited from having a gun to make sure dangerous people are not slipping through the cracks.
5. Propose rulemaking to give law enforcement the ability to run a full background check on an individual before returning a seized gun.
6. Publish a letter from ATF to federally licensed gun dealers providing guidance on how to run background checks for private sellers.
7. Launch a national safe and responsible gun ownership campaign.
8. Review safety standards for gun locks and gun safes (Consumer Product Safety Commission).
9. Issue a Presidential Memorandum to require federal law enforcement to trace guns recovered in criminal investigations.
10. Release a DOJ report analyzing information on lost and stolen guns and make it widely available to law enforcement.
11. Nominate an ATF director.
12. Provide law enforcement, first responders, and school officials with proper
training for active shooter situations.
13. Maximize enforcement efforts to prevent gun violence and prosecute gun crime.
14. Issue a Presidential Memorandum directing the Centers for Disease Control to research the causes and prevention of gun violence.
15. Direct the Attorney General to issue a report on the availability and most effective use of new gun safety technologies and challenge the private sector to develop innovative technologies.
16. Clarify that the Affordable Care Act does not prohibit doctors asking their patients about guns in their homes.
17. Release a letter to health care providers clarifying that no federal law prohibits them from reporting threats of violence to law enforcement authorities.
18. Provide incentives for schools to hire school resource officers.
19. Develop model emergency response plans for schools, houses of worship and institutions of higher education.
20. Release a letter to state health officials clarifying the scope of mental health services that Medicaid plans must cover.
21. Finalize regulations clarifying essential health benefits and parity requirements within ACA exchanges.
22. Commit to finalizing mental health parity regulations.
23. Launch a national dialogue led by Secretaries Sebelius and Duncan on mental health.

Are these the full orders or summaries of 100 page gobbledygook stuff? On the surface they seem very mild (but very odd) and I expected much worse. Kinda like the title “The Affordable Care Act” sounds great until you find out what’s actually in it, I fugure the meat of the orders is where the bad stuff is hidden.

Just who is going to be responsible for defining “dangerous people?” Keep in mind that in 2009, the Department of Homeland Security sent out a memo regarding the dangerous “Right Wing Extremists” as defined by them as A) Veterans, B.) Gun Owners C) Pro Life.
The fact that something is permitted to be this nebulous is in my opinion what makes it so dangerous. And by dangerous, I mean, a danger to my constitutional rights and my right to my personal property. That kind of dangerous. See, that’s how I define dangerous.

Six of these have to do with checking people’s background before they make a consumer purchase. Suggest one proposal to check someone’s ID before letting them vote and you’re trying to suppress the vote.
I agree, this is just a foot in door for more gun grabbing. Remember that Obama is the guy who once tried to make it illegal in Illinois to open a gun store within 5 miles of a school, making it geographically impossible to open a gun store anywhere in the state. He’s a slick Marxist.

This is nothing that Obama or his administration came up with because of the murders. The guts of this have been planned for some time just waiting for the right moment. As stated by many comments before mine, it is intentionally vague so as to fit – in ever increasing severity – all who oppose the slide into socialism and communism.
It will end in the “final solution” for any remaining patriot longing for freedom.

@ Shiite from Shinola – Remember not too long ago the issue where pediatricians would isolate kids from their parents and quiz them about guns in the house? They’d then report their “findings” to L.E. and C.P.S. who’d then pay a call on mommy when daddy wasn’t home and threaten to remove the child from an unsafe environment.
That’s what the doctor letter seeks to legitimize.

Most of this is window dressing and the rest are things we ought to be doing already, like tracing weapons used in crimes (except in Mexico of course…)
But just who is going to be enforcing any of this??
If I decide to buy a weapon from someone and conduct a private business transaction within my home, just who is going to know if we two private citizens keep our private business to ourselves??
Nothing announced today amounts to a hill of beans when it comes to reducing “gun violence” and these Executive Orders will not survive Obama’s second term.

Chieftain, Keep an eye on anything about the “Gun Show Loophole” or the latest iteration: universal or national background check.
#6 pushes things in that direction. It’s about private transfers.
That is about making it illegal to buy/sell/transfer ownership (like me giving my grandson a .22 for Christmas) without the Govt being involved. Which can ONLY lead to a database of who has guns and what they are – AKA Gun Registration.
That must be stopped.

They are trying to disarm the combat veterans who served in Iraq and Afghanistan if they have PTSD on their records.
My daughter was a medic in Iraq and had to give talks about PTSD and try to help those who suffered from the stress of being shot at and mortared day and night. It is a very high percentage of troops who thought it would be safe to admit a problem and seek help. That kind of stress can wear anybody down. Now this jackass is going to take their guns away.
