In 1907, President Theodore Roosevelt went along with the democrats that wanted a constitutional amendment for an income tax. He believed that the states would never pass it because of the anti-business nature of the tax. He thought it would have a negative effect on state revenue because this money would leave the state as a federal tax.
What he failed to realize was that the states were willing to pass it because it meant they could now add an income tax to their own constitutions.
Be careful what you ask for…
