Florida Passes Plan For Racially Based Academic Achievement Goals
Palm Beach, Fla. (CBS TAMPA) – The Florida State Board of Education passed a plan that sets goals for students in math and reading based upon their race.
On Tuesday, the board passed a revised strategic plan that says that by 2018, it wants 90 percent of Asian students, 88 percent of white students, 81 percent of Hispanics and 74 percent of black students to be reading at or above grade level. For math, the goals are 92 percent of Asian kids to be proficient, whites at 86 percent, Hispanics at 80 percent and blacks at 74 percent. It also measures by other groupings, such as poverty and disabilities, reported the Palm Beach Post.
The plan has infuriated many community activists in Palm Beach County and across the state.
“To expect less from one demographic and more from another is just a little off-base,” Juan Lopez, magnet coordinator at John F. Kennedy Middle School in Riviera Beach, told the Palm Beach Post.

Didn’t anybody realize something must be missing from the story? The CURRENT disparity is far greater than what the proposal will require.
Therefore, the minority groups will have to show much higher increases than the whites. This is being done to make the groups MORE equal, NOT LESS.

These are goals – there doesn’t seem to be any need for different goals for different racial makeups. Just have a universal goal, and then try to find out why certain groups are not attaining these benchmarks.
There is obviously an education problem in Florida, but it won’t be remedied by just changing goals for various socio-economic groups.

This is just the beginning of the slippery slope of continually lowering expectations….. until why educate black kids at all? Why spend any $$ on this population group if they refuse to learn or cannot learn?

Two Questions
1.) What are the current rates of proficiencies by race in FL?
Consider that these strategic goals may actually be ambitious for each racial group (i.e. if current proficiency in reading or math is only 50% among some groups a goal of 89% is very ambitious).
2.) What effect will these strategic goals have on the total state No Child Left Behind standardized testing results?
I suspect this is an effort to show gains for the average FL student when you combine the strategic goals of all the racial groups and the improvement in each group

Here’s what I see happening. They lower the standards for blacks. Whites sue and get the same lower standards. However, the blacks are told by the union teachers that whites owe them a living. Being angry, the blacks don’t do so well in school and can’t meet the lower standards. So, the state school system proposes lowering them again. Wash. Rinse. Repeat. Until the students are so dumb they are perfect democrat voters.

I’d say the Florida State Board of Education was being niggardly in their expectations of black students’ FCAT testing performance.
