A man was taking pictures near Tyler’s Rose Rudman Trail and at Robert E. Lee High School recently, and even though he was creeping out locals by mostly shooting young women, there wasn’t much cops could do about it.

The locale was a public area, after all, so it wasn’t like he was sneaking around bathroom windows.

But “How to Be Interrogated 101″ apparently isn’t a part of Dennis Brown’s college curriculum, if what cops tell the Tyler Telegraph is true.

When officers asked Brown what he was doing, he didn’t say, “Just practicing with my Nikon” or whatever.

Tyler Police Chief Gary Swindle said Brown was charged after initial questioning into his actions.

“He told officers on video that he was taking the photos of women on the trail, high school girls, and girls playing volleyball, for his own sexual gratification.”

    According to the Texas Penal Code 21.15, a person commits an offense if the person photographs — or by videotape or other electronic means — visually records another, without the other person’s consent and with intent to arouse or gratify the sexual desire of any person.

    I’ve been on two trips to DC when my sons were in 8th grade. I took my camera both times and photographed the parents and kids and sights and things and only once did I consider a specific photograph might be considered questionable.

    We were at the hotel and the kids decided to go swimming. I took ONE picture from the second floor walkway (the pool was indoors) of the entire pool with the kids in it. Something told me that if I took any more pictures it might look creepy. I wanted to take closeups of their faces in the pool because they were laughing and having such a good time. But as a parent myself, I realized that photographing 8th graders in swim suits might look circumspect so I demurred.

    These are not difficult decisions to make. Any reasonably intelligent person can make them. Of course, then there are the democrats…
